A LaGuardia student profile, compiled two months after its opening, found that 56% of the students taking the California Achievement Test in reading scored below the 12th-grade level; 72% scored below that level on the writing test (Lieberman, 1971). LaGuardia’s “Signature” LaGuardia distinguished itself from other CUNY units by mandating cooperative education—alternating periods of academic studies and supervised on-the-job experience (McCabe, 1980; Williams, 1979). “Co-op” originated in engineering schools in the early 20th century and expanded to business and other professional schools after World War I and into the liberal arts curriculum at Arthur Morgan’s Antioch College during the 1920s (Grant & Riesman, 1978; Newman, 1987; Sealander, 1988).

The proposal assigned remedial instruction—anticipated as necessary for two-thirds of entering 10th graders—to the secondary level. Many students, designers assumed, “will achieve college levels in reading and mathematics by the time they complete the third year of the program (12th grade)” (Middle College Proposal, 1973, pp. 10–11). The resulting decrease in the budget for remediating students in grades 13–14 would free funds to be used for more college courses.
